The BAP tries to visit each district when there are enough appeals to set a calendar. When we set a calendar, we check for any appeals ready for argument from other districts. If we have one, and it looks as if we won't be setting a calendar in that location for some time, we'll contact counsel and offer the option of oral argument by telephone or (in certain locations) videoconference.
